I would say that if performance is a major concern then this would work.

However, this has some of the major drawbacks of soft deletion which is that there is a chance that developers will miss the condition to check the flag during queries.

This will also not get rid of the problem with creating partial index.

But if it works for your application where performance is one of the top requirements then why not?
